GENERAL ORDER NO. 61

 

WHEREAS, following the issuance of Proclamation No. 1081 dated September 21, 1972, which declared a state of martial law throughout the land, appropriate control measures were adopted to achieve the objectives thereof, including the maintenance of a curfew;

 

WHEREAS, the decree of social and economic stability that the application of said control measures has achieved now, in turn, necessitates the relaxation of said control measures to meet new requirements, in keeping with the total government program on reform and development;

 

WHEREAS, in relaxing such control measures, a proper balance must be attached between the demands of national security, on the one hand, and economic development, on the other.

 

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the power vested in me by the Constitution, do hereby order and decree that the curfew established by and enforce under General Order No. 4, as amended, be now lifted throughout the land, except in such places where conditions warrant the continuation of curfew upon grounds of military necessity and national security and/or peace and order considerations.

 

The Secretary of National Defense is hereby directed to submit within then(10) days from the promulgation of this General Order a List of areas/places where curfew must be continued, indicating the justifications therefor.

 

Done in the City of Manila, this 21st days of August, in the year of Our Lord, nineteen hundred and seventy-seven.
