LETTER OF INSTRUCTIONS No. 1509

DIRECTING A SPECIAL PROGRAM OF LEAVE CREDIT COMPUTATION FOR SCHOOLTEACHERS ON VACATION LEAVE CREDIT

The Minister of Education, Culture and Sports
The Minister of the Budget

WHEREAS, it is the desire of government to be more liberal in the computation of terminal sick and vacation leave credits, as a means of rewarding long, faithful years of service in the government;

WHEREAS, teachers and certain other personnel are on vacation leave credit status and may not benefit from this policy unless appropriate measures are instituted;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby Order and Instsruct;

    Days for which official work is performed during Christmas and Summer School Vacations and in the course of the regular school year where authorized by the Minister of Education, Culture and Sports, may be granted service credits in accordance with policies of the MECS.  These and other service credits granted to such personnel may accumulate and paid to the persons concerned in cash upon retirement; and

    The Chairman of the Civil Service Commission, the Minister of Education, Culture and Sports and the Minister of the Budget, shall formulate the appropriate rules and regulations to implement the above policy and generally to allow teachers and other personnel on teacher leave status, to accumulate their sick and vacation leaves in a manner analogous to other government employees.
